"It's clear that time is getting short and multiple considerations involved, not just the back issue, but further aspects," the selector added.
"It's positive. We firmly believe that he's going to play a major part. With luck from the opening match. If not, we'll reassess."
Past Concerns
The captain missed the ODI and T20 games against both Asian and Trans-Tasman rivals recently after scans revealed a lower back issue.
Previous incidents include of recurring issues, with flare-ups in multiple past seasons causing him to miss three Australian summers in a limited period.
The bowler mentioned he would be proactive in his approach in his recovery plan to ensure his availability for the contest.
Bailey noted that he did not know if Cummins had begun bowling as part of his comeback but conceded it was "getting tight" for him to regain fitness for the first Test.
Alternative Arrangements
Should Cummins not be fit, veteran batsman Smith will lead the side.
All-rounder Cameron Green was excluded lately from the ODI lineup for their ODI contests against the Asian giants as a precautionary measure because of discomfort in his torso.
Bailey described it as a "minor" injury and mentioned that he'll feature in the Sheffield Shield, so will be "ideally positioned to resume bowling."
"We put so much time has gone into creating the schedule for him to take part for the opening match as an batting and bowling option," Bailey explained.
"His involvement was limited to the starting games regardless. His aggressive style the bat in limited-overs, should it hinder progress for another day, we just made the decision to adopt a safer strategy."
